An enemy of the nation state may cause the rallying of the masses behind a leader that can protect them and if you do not support that leader, you are an enemy of the masses. It makes little difference if they are actually enemies. What matters is if the dictator can convince or intimidate the masses to believe the enemy is real and threatening.
